The purpose of this Local Commissioners Memorandum (LCM) is to inform local departments of social services (LDSSs) of a change in the New York State Office of Children and Family Services’ (OCFS) practice pertaining to the public posting of OCFS fatality reports, and subsequently, the best interests determinations used when considering whether to publicly release a child fatality report.
The purpose of this Local Commissioners Memorandum (LCM) is to inform local departments of social services (LDSSs) of a change in the New York State Office of Children and Family Services’ (OCFS) practice pertaining to the public posting of OCFS fatality reports, and subsequently, the best interests determinations used when considering whether to publicly release a child fatality report.

The New York State Office of Children and Family Services (OCFS) requires your review of student placement data for the 2018-19, 2019-20, and 2020-21 school years for children who have educational disabilities and were reported to OCFS by local departments of social services (LDSSs) pursuant to section 4006 of the Education Law (EL). The New York State Education Department (NYSED) records student placement data in its System to Track and Account for Children (STAC). The 2020-21 school year closes June 25, 2021. Placement data is due by September 30, 2021. An LDSS's reimbursement may be forfeited if the LDSS's submission is late. Submission instructions are attached to this Local Commissioners Memorandum (LCM). There are no notable differences from the previous LCM, Tuition Reimbursement for Children Who Have Educational Disabilities and Are Placed in Institutions (20-OCFS-LCM-08).
