86-ADM-43 - Reviews and Evaluations Pursuant to the Child Abuse Prevention of 85
The purpose of this release is to advise and direct local social services districts, licensed day care centers, authorized agencies providing foster care and adoption services and authorized child caring agencies certifying family day care homes regarding requirements and other provisions for reviews and evaluations to be made pursuant to the Child Abuse Prevention Act of 1985 and specifically Chapter 677 of the Laws of 1985. This release addresses additions and changes made by the Act and Chapter 677 to Sections 376, 377, 390-b, 424-a, 425 and 462 of the Social Services Law and related additions and changes to Department Regulations in 18NYCRR.

86-ADM-48 - Foster Care-Preventive Services Utilization Review
This directive has two purposes. The first is to advise local social services districts that the Department plans to resume the utilization review of foster care and preventive services programs in each local district in accordance with the procedures established by NYCRR Section 430.13. The Department's utilization review activity is scheduled to begin January 1, 1987.

86-ADM-49 - Reimbursable Absences from Foster Care
The purpose of this Directive is to advise local districts of an amendment. to Section 605.2(c)(4)(viii) of the Departmen's Regulations effective immediately. This regulation defines reimbursement of expenditures for the care of a child provided by a district directly or through purchase of service contracts in authorized agencies and care provided by approved schools for the handicapped when the child is absent due to hospitalization. The amended regulation provides for additional reimbursable time for hospitalized children who have Acquired Immune Deficiency Syndrome (AIDS), AIDS Related Complex (ARC) or who test positive for HTLV-111 virus.

86-ADM-06 - CCRS Reporting Requirements
The purpose of this directive is to advise local districts of the enactment of Chapter 263 of the Laws of 1985. Chapter 263 amends Section 442(10) of the Social Services Law to require that demographic and assessment information, including service plan and court-related activities, be included in the Child Care Review Service (CCRS) for children who are named in indicated reports of child abuse or maltreatment whoare receiving or who have received services as a result of being named in such, reports. Investigative information and information related to the allegations contained in the child abuse and maltreatment reports must be excluded from the CCRS.

This transmittal also sets forth the steps which must be taken to effective to effectively utilize this statutory authority. ( A copy of the statute is attached as Addendum #1)

This does not reflect a policy change but rather a clarification that certain activities and items may be claimed for reimbursement by this Department. By this directive, the Department is issuing new claiming instructions for these activities and items.
