The State Rehabilitation Council is an advisory body authorized under Section 105 of the Rehabilitation Act of 1973, as amended. The nature and scope of the council's deliberations and recommendations include NYSCB policies, procedures and operations as they may affect consumers or consumer applicants of agency services statewide. The council assists in the development of federally required state plans and annual updates to those plans. Much of the council's business is conducted in committees focusing on the NYSCB priority issues of employment, children and transition services, and consumer needs assessment.

The council meets once each calendar quarter, and is comprised of members representing blind consumers, deaf-blind consumers, parents, educators, business, industry and labor, consumer advocacy groups, the New York State Workforce Investment Board and the New York State Independent Living Council. Ex Officio members represent Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCES-VR), New York State Justice Center for the Protection of People with Special Needs, and various representatives from NYSCB who provide information and assistance as requested by the council. Meetings are open to the public and always include public comment for individuals to provide input or bring issues of concern to the council.

Public Attendance

All quarterly SRC meetings are open to the public, with dates, times, and locations posted on this State Rehabilitation Council webpage. Please note that SRC sub-committee and executive session meetings are closed to the public.

Public Comments

Public comments can be submitted via email to nyscb.publicinput@ocfs.ny.gov, or in person during the designated public comment time on the quarterly agenda. Please RSVP at nyscb.publicinput@ocfs.ny.gov at least 10 business days prior to the meeting. Please include “SRC Public Comment” and the date of the meeting in the subject line of your email.

In accordance with General Business Law section 10(2), the board members do not receive a salary, however, they are entitled to be paid their actual and necessary traveling and other expenses incurred by them in the performance of their official duties.
