The New York State Preferred Source Program for People who are Blind (NYSPSP), established under authority designated by the New York State Office of Children and Family Services (OCFS)/New York State Commission for the Blind (NYSCB), creates and sustains employment opportunities for legally blind New Yorkers. NYSPSP offerings are produced by nine non-profit agencies that today directly employ over 450 New Yorkers who are blind.
The New York State Legislature chartered the Preferred Source Program in 1946 to create meaningful employment opportunities for New Yorkers who are blind. Since then, thousands of legally blind New Yorkers have received training, employment, and vital services leading to increased independence. In turn, they contribute to our society and economy as tax-paying members of the work force with less need for public assistance – a win-win for ALL New Yorkers.
The Preferred Source program, a state-mandated initiative under Section 162 of the Finance Law, directs state and local government agencies to purchase pre-approved products and services on the Office of General Services (OGS) Preferred Source List.
