Children and Family Treatment and Support Services
Children and Family Treatment and Support Services (CFTSS) are an outgrowth of the NYS Medicaid Redesign efforts and the valuable direction of the NYS Children’s Medicaid Redesign Subcommittee. NYS has developed six new services to benefit New York State’s children from birth up to 21 years of age.
These services enable a greater focus on prevention and early intervention by providing an array of Medicaid benefits that offer opportunities to better meet the behavioral health needs at earlier junctures in a child/youth’s life to prevent the onset or progression of behavioral health conditions. These following six services will be available to any child eligible for Medicaid who meets relevant medical necessity criteria:
- Other Licensed Practitioner
- Crisis Intervention
- Community Psychiatric Supports & Treatment
- Psychosocial Rehabilitation Services
- Family Peer Support Services
- Youth Peer Advocacy and Training

Home and Community Based Services (HCBS)
HCBS are designed to offer support and services to children in non-institutionalized settings that enable them to remain at home and in the community. HCBS provides a family-driven, youth guided, culturally, and linguistically appropriate system of care that accounts for the strengths, preferences, and needs of the individual, as well as the desired outcome. Services are individualized to meet the health, developmental, and behavioral health needs of each child or youth. Participants have independent choice among an array of service options and providers.
The array of services assists children in being successful at home, in school, and in their other natural environments to help maintain them in their community and avoid higher levels of care and out-of-home placements. HCBS for children include the following:
- Caregiver/Family supports and services
- Community self-advocacy Training and supports
- Respite (planned and crisis)
- Prevocational services
- Supported employment
- Community Habilitation
- Day Habilitation
- Palliative care
- Environmental modifications
- Vehicle modifications
- Adaptive and assistive equipment

Provider Designation
Beginning July 1, 2018, providers must be designated through the Provider Designation Application process to provide newly aligned Children´s SPA/HCBS services under the NYS Medicaid program for both fee–for–service Medicaid and Medicaid Managed Care.
Before beginning the Provider Designation Application, applicants must first have:
- A user ID (granted by the NYS OMH)
- A Facility Code
