Kinship Navigator
The Kinship Navigator is a statewide program operated by Catholic Family Center and specially designed to provide an information and referral network for kinship caregivers across all of New York State. A kinship caregiver is a grandparent, relative or family friend who is a full-time caregiver of a child that is not biologically their own.
Since 2006, the Kinship Navigator has provided leadership for a broad-based, coordinated effort to provide comprehensive services that address the needs of kinship caregivers and their families. The Kinship Navigator and local kinship programs are part of OCFS’s efforts to support grandparents and other relatives who are caring for children not in foster care.

Local Kinship Services
Services vary by program. They include counseling, support groups, parenting skills training, youth development information, respite activities for youth, legal information, access to financial assistance, information and referrals to other needed services. Regional Permanency Resource Centers (PRCs)
PRCs work to:
- prevent post-adoptive and post-guardianship dissolutions/disruptions,
- provide assistance to families so that children may be cared for in their own homes with their adoptive parent(s) or legal guardian(s),
- strengthen post-adoptive and post-guardianship families, and
- avoid foster care or other out-of-home placements.
PRCs serve post-adoptive families and post-guardianship families. Post-adoptive families are families who have finalized the adoption of their child. They include any adoptive family member, whether the adoption was an agency (public or authorized voluntary agency) adoption; a private placement adoption; or an international adoption. Post-guardianship families include families with legal guardianship of the child and an approved KinGAP agreement or families with legal guardianship without a KinGAP agreement.
