The Safe Harbour: NY program supports counties in developing their capacity to identify youth who have been trafficked, sexually exploited, or are at risk of victimization and to meet identified service needs of these youth. This work is grounded in and guided by the OCFS Blueprint.
The following highlights reflect some of the extensive work accomplished by Safe Harbour: NY partner counties. Highlights from Program Plan
- Form a Critical Team

A Core Team meets monthly to guide Safe Harbour implementation.
Core Team members collaborate with the Rockland County Anti-Human Trafficking Task Force.
Created a Safe Harbour Coordinator of Human Trafficking Services position to enhance outreach and awareness efforts and coordinate program activities.
- Develop County Training Plan

Provided training to Rockland County social services staff and community-based service providers.
Embedded anti-trafficking training into police academy training for all new recruits.
Conduct direct outreach to criminal justice students at the local community college once per semester.
- Conduct Public Awareness Campaigns

Created multilingual brochures and posters.
Developed local newspaper-journal news, print advertising on diner placements, and public service announcements.
- Youth Outreach

Created toiletry kits for all youth in foster care with hotline numbers to a local program.
Created bracelets for youth with the hotline number embedded.
Conducted a series of classroom outreach sessions to connect with vulnerable youth, including those whom recently migrated to the US.
- Adopt Standardized Tools and Resources

Implemented and trained all DSS staff on screening tools to identify trafficked and vulnerable youth.
