The Safe Harbour: NY program supports counties in developing their capacity to identify youth who have been trafficked, sexually exploited, or are at risk of victimization and to meet identified service needs of these youth. This work is grounded in and guided by the OCFS Blueprint.
The following highlights reflect some of the extensive work accomplished by Safe Harbour: NY partner counties. Highlights from Program Plan
- Form a Critical Team
The Safe Harbour Critical Team consists of several community partners including physical and mental health providers, social services, law enforcement, and school personnel, domestic violence advocates, runaway and homeless services provider, a Department of Health rape crisis services provider, and others. The Critical Team meets monthly to address needs related to youth at risk of Commercial Sexual Exploitation in Oswego County. The team focuses on educating the community about human trafficking and ensuring that the community's response to survivors of human trafficking is trauma informed.
- Conduct Public Awareness Campaigns
The Child Advocacy Center of Oswego County and Oswego County Opportunities, Inc. has hosted community events across Oswego County to increase awareness of human trafficking/CSEC. Public awareness materials were provided at Bike Rodeos, Public Safety Days, Farmer's Markets, Wellness Fairs, and school events.
- Develop Referral Pathways
The Child Advocacy Center of Oswego County developed and distributed a referral form to be used by community professionals, including the department of social services, to refer youth for needed services who have been identified as survivors of human trafficking.
