The Safe Harbour: NY program supports counties in developing their capacity to identify youth who have been trafficked, sexually exploited, or are at risk of victimization and to meet identified service needs of these youth. This work is grounded in and guided by the OCFS Blueprint.
The following highlights reflect some of the extensive work accomplished by Safe Harbour: NY partner counties. Highlights from Program Plan
- Form a Critical Team

A task force of 16 agency partners meet every other month to assess needs and guide local programming.
Team reviews local cases to highlight prevalence, accomplishments, and assess service delivery.
- Develop County Training Plan

Provided multiple trainings to community to inform of child trafficking.
Conducted presentations to community stakeholder groups and service providers to raise awareness and inform of specialized services and pathway for access.
- Conduct Public Awareness Campaigns

Developed a billboard to raise community awareness.
Developed brochure, flyer/mailer, and provider resources to inform and engage service providers across Orange County.

Offer youth outreach services and detective services to locate and engage runaway and missing youth.
Developed program materials designed for youth to inform them of local service options.
