The Safe Harbour: NY program supports counties in developing their capacity to identify youth who have been trafficked, sexually exploited, or are at risk of victimization and to meet identified service needs of these youth. This work is grounded in and guided by the OCFS Blueprint.

The following highlights reflect some of the extensive work accomplished by Safe Harbour: NY partner counties. Highlights from Program Plan

Form a Critical Team

A Safe Harbour steering committee established an implementation plan for Safe Harbour activities.

Onondaga County holds monthly Critical Team meetings and quarterly task force meetings.

Develop County Training Plan

Training provided to a variety of key partners, including child welfare staff, juvenile justice services, youth bureau staff, and many local service providers.

Conduct Public Awareness Campaigns

Billboards, a five-week radio messaging campaign, social media sites, televised commercials, and posters were developed to raise public awareness of child trafficking.

Developed local partnerships to raise local awareness through movie screenings and other initiatives.

Youth Outreach

Offer street outreach services to identify vulnerable youth and connect them to community services.

Offer group supports to promote positive self-image and goal attainment with vulnerable youth.

Brochures and youth palm cards were developed to share information about programs and services with youth.

Develop Referral Pathways

A preliminary referral process was established to appoint a single point of access for referrals.
