The Safe Harbour: NY program supports counties in developing their capacity to identify youth who have been trafficked, sexually exploited, or are at risk of victimization and to meet identified service needs of these youth. This work is grounded in and guided by the OCFS Blueprint.

The following highlights reflect some of the extensive work accomplished by Safe Harbour: NY partner counties. Highlights from Program Plan

Form a Critical Team

The department of social services appointed a Safe Harbour Liaison within Child Protective Services (CPS) to ensure an appropriate child welfare response is implemented for trafficked and at-risk youth.

Developed a housing committee to focus on vulnerable youth populations, including runaway and homeless youth.

Develop a County Training Plan

Deliver trainings to local partners such as law enforcement and rape crisis center to raise local capacity to identify and meet the needs of local youth.

Adopt Standardized Tools and Resources

OCFS screening tools have been adapted by agencies beyond policy mandates to promote consistent screening of vulnerable young people throughout Broome County.

Conduct Public Awareness Campaigns

Created program materials to inform community partners about local services.

Youth Outreach

Implemented Girls Circle in several partner agencies to provide direct supports to youth in Broome County.

Provide case management services on site at a LBGTQ drop in center to meet the needs of at-risk youth.

Develop Referral Pathways

The Safe Harbour Liaison is notified of all youth identified as trafficked, exploited, and at-risk to assist with service coordination.
