Notice of Amendments - NYSCCBG Eligibility

Effective October 1, 2023, a family with income up to 85 percent of the state median income (SMI) that otherwise meets programmatic eligibility requirements is eligible to receive child care assistance under the New York State Child Care Block Grant (NYSCCBG), provided the family income does not exceed 85 percent SMI. Other regulatory changes effective October 1, 2023 include:

  • Local social services district must pay for up to 80 absence days per child per licensed, registered, permitted, or enrolled legally exempt provider per state fiscal year.
  • Family share is capped at 1% of the family’s income over the state income standard.
  • Families formerly eligible under district options of category three are now eligible under category two. Districts no longer have the option to elect specific categories of families who will be served.

All districts are required to submit a Plan Update Amendment that reflects regulatory changes which will be posted under the individual district's Annual Plan Update (APU).
