Overview
The Division of Child Care Services (DCCS) has created this resource in an effort to provide timely and convenient access to a range of child care data sources, including OCFS data on licensed and registered child care and the Child Care Assistance (CCAP), as well as links to other relevant child care data. Data on this page will be refreshed as it becomes available, so please check back for the most up to date information.
Child Care Facts and Figures
The Child Care Facts & Figures section provides an annual overview of the New York State (NYS) child care landscape that is supported by OCFS, including regulated child care providers, the Child Care Assistance Program (CCAP), contracts with Child Care Resource and Referral Agencies (CCRRs), and afterschool programs.
Child Care Provider Data

Data on the number and capacity of licensed and registered child care providers, as well as permitted New York City group day care programs, are displayed in charts by modality of care and year. Data are taken from the annual Child Care Facts & Figures, from 2015 to the most recent year.
- Licensed and Registered Child Care Providers – Once-a-Month Snapshot

Data on licensed and registered child care providers, including child day care centers operating outside of NYC, family and group family child care, and school-age child care are sent to Open Data on a daily basis. Files are saved here for historical reference on (or around) the first day of every month, when available, beginning in March 2023.
Note:
- Street addresses for home-based providers are excluded because such providers may opt out of web-posting at any time.
- Provider counts based on Open Data files may differ from the annual DCCS Facts and Figures depending on the date pulled, facility statuses included, etc.
- Child Care Grant Programs

Using various pandemic federal funding, child care providers had access to a diverse number of grants to support, build and expand their capacity during and after the COVID-19 pandemic. Information on the different grants is located here, including data on grant recipients and award amounts, which will be posted as it becomes available.
- Annual Report to the Governor on Registration

The annual report to the Governor on registration, with comparisons to licensing, includes detailed data on the number of providers, applications/orientations, complaints and inspections. This report does not include information on child care centers in NYC because these programs are regulated by the NYC Department of Health and Mental Hygiene (DOHMH).

Current data on CCAP allocations and claiming by district and month.
- CCAP Monthly Case and Child Counts

Number of families and children receiving child care assistance each month, based on month of service (not the date of payment issuance). Data are a point-in-time estimate because data are extracted retrospectively on a two-month lag and do not include possible future payment adjustments or retroactive payments.
- CCAP Annual ACF-800 Report

Annual report from NYS to the Office of Child Care on the aggregate number of children, families and providers served through the CCAP by the Child Care and Development Fund (CCDF) during the federal fiscal year (FFY, Oct 1 – Sep 30).

Quarterly financial reports from NYS to the Office of Child Care on CCDF funds.
- CCAP Market Rate Survey Report

The Market Rate Survey (MRS) captures the prices that child care providers charge across NYS. The MRS price data are then used to update the reimbursement rates for CCAP to ensure that recipients have equal access to purchase child care in their communities.

Maximum child care reimbursement rates for CCAP, commonly referred to as “market rates.” The CCAP market rates are specific to the type of child care, provider’s county, child’s age and the duration of care.
- CCAP Local District Allocations

The New York State Child Care Block Grant (NYSCCBG) is a combination of federal and state funding for CCAP in NYS. For each year, OCFS allocates NYSCCBG funds to local social service districts, who in turn administer CCAP.

- Annual Aggregate Data on Injuries, Fatalities, Abuse and Maltreatment

Annual report for OCFS regulated child care programs on self-reported serious injuries, fatalities, and substantiated cases of child abuse or maltreatment, resulting in violations being cited against a program. This report is required by the Child Care Development Block Grant Act of 2014.

Quarterly data tracking the requests received by Child Care Resource and Referral (CCRRs) agencies for assistance in locating child care. Data are prepared by the Early Care and Learning Council (ECLC).

- DOHMH Child Care Centers in NYC

Data on NYC child care centers, who are regulated by the NYC Department of Health and Mental Hygiene (DOHMH) under Article 47, are sent to NYC Open Data on a daily basis.
- Infant and Toddler Mental Health Consultation (ITMHC)

Quarterly data on Infant and Toddler Mental Health Consultation (ITMHC) services. ITMH consultants partner with adult caregivers to support the social and emotional well-being of infants and toddlers. Data are prepared by the Early Care and Learning Council (ECLC).

- Office of Child-Care, Child-Care Development Fund Data and Statistics

State data tables on CCDF statistics are compiled by the Office of Child Care using data reported by states and territories on the ACF-800 (Annual Aggregate Child Care Data Report) and ACF-801 (Monthly Child Care Data Report).

The annual statistical report prepared by the Office of Temporary and Disability Assistance, which includes the monthly average number of children receiving subsidized child care funded under the NYS Child Care Block Grant.

Data from the United States Census Bureau may be used to estimate the potential number of recipients of CCAP funding based on income-eligibility. See the American Community Survey, five-year estimates, Table B01724, AGE BY RATIO OF INCOME TO POVERTY LEVEL IN THE PAST 12 MONTHS.
