NYS Family First Readiness

The NYS Family First Readiness webpage provides updated resources pertaining to the State’s implementation of the Family First Prevention Services Act (FFPSA). An overview of the FFPSA, current NYS Guidance, and Federal Guidance are some of the resources included on the page.

Family First Prevention Services Act (FFPSA) of the Bipartisan Budget Act of 2018 (P.L. 115-123)

On February 9, 2018, the president signed P.L. 115-123, which included FFPSA in Division E, Title VII. FFPSA amends the title IV-B, subparts 1 and 2 programs to reauthorize and make other revisions, the title IV-E foster care program to create new optional prevention funding under title IV-E, place title IV-E payment limits on child care institutions, reauthorize the Adoption Incentives Program, and other changes. Among other changes, FFPSA expands federal support for services to prevent the need for children to enter foster care, while adding new restrictions on federal room and board support for some foster children placed in group care settings.

Preventing Sex Trafficking and Strengthening Families Act (P.L. 113-183)

Enacted in 2014, Preventing Sex Trafficking and Strengthening Families Act (P.L. 113-183) “require[s] the state plan for foster care and adoption assistance to demonstrate that the state agency has developed policies and procedures for identifying, documenting in agency records, and determining appropriate services with respect to, any child or youth over whom the state agency has responsibility for placement, care, or supervision who the state has reasonable cause to believe is, or is at risk of being, a victim of sex trafficking or a severe form of trafficking in persons.”

Child and Family Services Improvement and Innovation Act of 2011 (P.L. 112-34)

Enacted in 2011, the Child and Family Services Improvement and Innovation Act extended programs funded under title IV-B of the Social Security Act through fiscal year 2016.

Fostering Connections to Success and Increasing Adoption Act (P.L. 110-351)

The Fostering Connections to Success and Increasing Adoptions Act of 2008 “give[s] state plans the option of providing for the state to enter into agreements to provide kinship guardianship assistance payments to grandparents and other relatives who have assumed legal guardianship of children for whom they have: (1) cared as foster parents; and (2) committed to care on a permanent basis."
