Under the supervision of the Coordinator of Title IV-E Operations, in the Office of Children and Families (OCFS) Bureau of Financial Operations (BFO), Home Office, the Project Coordinator will be responsible for the following: Assessing the impact of RTA and SRMS on the work of other BFO units. These units include State and Local District Support, Criminal History Review, Accounting and Revenue Collection, Accounts Payable, Title IV-E Operations Unit, Random Moment Survey and the State and Local Youth Program. The Project Coordinator will plan, coordinate and participate in the implementation of the changes in the BFO necessitated by the Revenue Maximization Project, and collaborate with other stakeholders in the child welfare system, including Voluntary Agencies and Local Social Services Districts (LDSSs). Create and lead several project workgroups; determine projects and tasks; assign tasks to work teams; develop schedules and work plans; and establish deadlines. Communicate expectations to and solicit input from other OCFS divisions. Evaluate the results of workgroup efforts. Conduct training sessions and focus groups for LDSS and Voluntary Agencies. Conduct on-site visits to other governmental entities to review, assess, identify, and adopt viable, alternative SRMS processes. Serve as liaison with Libera, the SRMS contractor, to revise these features of the system and processes. Provide technical assistance and maintain communication with LDSSs and Voluntary Agency staff. Establish and maintain relationships with LDSSs, Voluntary Agencies, and other child welfare organizations, to elicit their cooperation in documenting training hours for their staff, through SRMS. Assist in collecting, interpreting and using data with LDSS and Voluntary Agency Training Coordinators, OCFS Bureau of Training, and Training Contractors. Work with other BFO staff to determine the RTA’s impact on each unit’s goals, policies and procedures, and develop an implementation plan to meet established deadlines. Attend meetings with stakeholder groups including, but not limited to, the New York State Association of Counties, New York Public Welfare Association and OCFS divisions, and respond to their inquiries. Represent the BFO at all RTA-related meetings with the OCFS Division of Legal Affairs, OCFS Division of Juvenile Justice and Opportunities for Youth, and various State agencies to provide information needed by BFO to analyze and make the changes identified. Remain current on changes in Federal and State laws, rules and regulations regarding RTA, Title IV-E and Title XIX. Address and resolve problems that arise with newly developed processes and data collection efforts. Coordinate the development of key performance indicators (KPI) to track the progress of the workgroups
Minimum Qualifications
Bachelor’s degree and three years of experience in project coordination. This experience must include: coordinating project management, activities, resources and information; serving as liaison with other parties, to identify and define project requirements, scope and objectives; assigning tasks to work teams and establishing schedules for their completion; monitoring the progress of the project and addressing problems as they arise; acting as the principal point of contact and advising all participants of the project’s status; and creating and maintaining project documentation, plans and reports.
