Background of the Report

The six national indicators were released by ACF Children's Bureau as part of each State's statistical Data Profile in the Child and Family Services Review process. These single page documents not only contain the data on the substantial conformity indicators for each State, but also several other data items. The OCFS Data Warehouse now provides reports that display these additional permanency-related data items for each county.

Purpose of the Report

Each report provides districts with the capacity to review the cases that are part of the AFCARS data submission, individually and from a systemic viewpoint. The data items are pieces of information that link directly to the CFSR as well as to issues that impact child welfare policy and practice. Focusing on a particular population may help a district target initiatives, engage community resources and, ultimately, result in an outcome that improves service delivery to the children and families that need them. During that analytical process additional systemic issues may surface that may also be addressed.

Report Description

The AFCARS data represent the foster care population served during the period. The report displays counts and percents of children in the categories for Federal fiscal years 1999, 2000 and 2001.

Category Description
Foster Care Population Flow Includes children in care on the first day of the year, admissionsand discharges during the year, and children in foster care on the last day of the year.
Placement Types for Children in Care Indicates the placement type of children in care on the last day of the year.
Permanency Goals for Children in Care Indicates the planning goal for children in care on the last day of the year.
Number of Placement Settings in Current Placement Counts the number of unique placements a child has during his/her current stay in foster care.
Number of Removal Episodes for Children in Care Counts the number of times a child has been removed from home to enter a foster care placement during his/her time known to the CCRS system.
Number of Children in care 17 of the most recent 22 Months Uses the date 60 days from removal date to determine the date a child is considered to have entered foster care, in designating this indicator, rather than the statutory time frame for initiating termination of parental rights proceedings at 15 of the most recent 22 months.
Median Length of Stay in Foster Care for Children in Care Measures time in current foster care placement in months.
Length of Time to Achieve Permanency Goal for Discharged Population Measures time from removal from home to foster care until discharge to permanency goal

AFCARS First-Time-Entry Summary Data Profile

Category Description
Number of children entering care for the first time in cohort group (%=1st time entry of all entering within first 6 months) Children who entered out-of-home care for the first time in their lives during the designated time period, in this case the first six months of the Federal fiscal year.
Most Recent Placement Types Indicates the most recent placement types recorded for each child in the cohort group.
Most Recent Permanency Goals Indicates the planning goal for all children in the cohort group.
Number of Placement Settings in Current Episode Counts the number of unique placements in the current removal episode for all children in the entry cohort.
Reason for Discharge Counts the number of times a child has been removed from home to enter a foster care placement during his/her time known to the CCRS system.
Median Length of Stay in Foster Care for Children in Care Measures time in current foster care placement for members of the cohort group.

From any text with Aqua colored shading, you may 'Drill Through' to a corresponding child specific list by selecting the desired prompt values for the Report Year and the related category such as placement type, permanency goals, etc. The detailed report will contain key information for each child including Office, Unit, Worker, Case Name, CIN, Child Name, and Agency Where Placed.

Users of the Data Warehouse have access to these reports through Impromptu by following the steps below:

  1. Login to Citrix
  2. Double click the Impromptu icon on the Citrix desktop.
  3. Inside Impromptu, point to File -> Open.
  4. In the Open dialog box navigate to Cognos Cubes\DataWarehouse\Pre- defined User Reports.
  5. Open the CFSR Program Improvement Plan folder.
  6. Select any report that ends in *.imr and click to open.
