The Safe Harbour: NY program supports counties in developing their capacity to identify youth who have been trafficked, sexually exploited, or are at risk of victimization and to meet identified service needs of these youth. This work is grounded in and guided by the OCFS Blueprint.

The following highlights reflect some of the extensive work accomplished by Safe Harbour: NY partner counties. Albany County

Highlights from Program Plan

Form a Critical Team

Identified key partners to assist in identifying and providing needed services to the human trafficking/CSEC population in Albany County.

Develop a County Training Plan

Training provided to multi-disciplinary team (MDT), SANE staff, statewide public health educators, forensic professionals and County staff that may interact with youth who are at risk or may be survivors of human trafficking, CSEC or child abuse.

Conduct Public Awareness Campaigns

Developed a public awareness campaign utilizing a variety of media platforms (billboards, busses, bus shelters) to bring public attention and awareness to the issue of human trafficking/CSEC.

Conducted presentations for key partners and statewide public health educators regarding human trafficking/CSEC.

Youth Outreach

Awarded a contract for outreach and case management services for high risk youth and victims of human trafficking/CSEC to commence January 2017.

Developed outreach materials (posters, pamphlets, palm cards and promotional items) for distribution to service providers and youth in need of services.

Develop Referral Pathways

Embedded program response within the child advocacy center (CAC) to reinforce the multi-disciplinary team (MDT) response.

Developed a mission statement and operating protocols for inclusion in the CAC operating manual.

Form a Critical Team

The department of social services appointed a Safe Harbour Liaison within Child Protective Services (CPS) to ensure an appropriate child welfare response is implemented for trafficked and at-risk youth.

Developed a housing committee to focus on vulnerable youth populations, including runaway and homeless youth.

Develop a County Training Plan

Deliver trainings to local partners such as law enforcement and rape crisis center to raise local capacity to identify and meet the needs of local youth.

Adopt Standardized Tools and Resources

OCFS screening tools have been adapted by agencies beyond policy mandates to promote consistent screening of vulnerable young people throughout Broome County.

Conduct Public Awareness Campaigns

Created program materials to inform community partners about local services.

Youth Outreach

Implemented Girls Circle in several partner agencies to provide direct supports to youth in Broome County.

Provide case management services on site at a LBGTQ drop in center to meet the needs of at-risk youth.

Develop Referral Pathways

The Safe Harbour Liaison is notified of all youth identified as trafficked, exploited, and at-risk to assist with service coordination.

Form a Critical Team

Human Trafficking Task Force of key community partners meets quarterly to identify and address system gaps and the immediate needs of the population.

Developing policies and protocols for task force to serve as a comprehensive guide to respond to survivors.

Develop a County Training Plan

Training provided to mobile crisis staff, mental health staff, multi-disciplinary team (MDT), law enforcement, and other community professionals that may interact with trafficked, exploited, and vulnerable youth, including programs primarily focused on child abuse.

Conduct Public Awareness Campaigns

A comprehensive campaign using billboards, television, and radio public service announcements has been developed to raise local awareness about human trafficking.

Form a Critical Team

Program specific staff guide the critical team and provide tailored services to trafficked, exploited, and at-risk youth.

Critical Team meets quarterly to move local system response forward; task force meets monthly to discuss specific cases.

Participate in Western District Human Trafficking Task Force to ensure collaboration with law enforcement and legal partners.

Creation of a working group to address housing challenges.

Conduct Public Awareness Campaigns

Public awareness campaign included content on 20 bus shelters, 22 bus exteriors, 50 bus interiors, 50 billboards in Buffalo and across Erie County. The campaign received local media coverage, including the front page of The Buffalo News.

Created anti-trafficking awareness posters, flyers and brochures.

Youth Outreach

Conducted outreach to vulnerable populations, including to homeless youth.

Ran focus groups with youth living in crisis shelter, drop in centers and transitional living housing to define appropriate services and how these services will be used and assessed by youth for effectiveness.

Monroe County Safe Harbour Staff participate in the Western New York Human Trafficking Task Force.

Developed a Trauma and Trafficking Train the Trainer Training (T5) to enhance sustainable training resources.

Local trainings are provided on a regular basis by members of the Critical Team.

Critical Team of key community partners meets quarterly to identify and address system gaps and the immediate needs of the population.

In partnership with a research team an extensive needs assessment was conducted to guide local programming.

Develop County Training Plan

Awareness and skill building trainings delivered to Niagara County DSS workers as well as community based providers.

Topic of human trafficking incorporated into CAC’s annual conference to raise awareness and provide training.

Conduct Public Awareness Campaigns

Developed billboards and radio messages to raise awareness throughout the county.

Created a 30-second public service announcement for cable television with 395 placements.

Training provided to a variety of key partners, including child welfare staff, juvenile justice services, youth bureau staff, and many local service providers.

Conduct Public Awareness Campaigns

Billboards, a five-week radio messaging campaign, social media sites, televised commercials, and posters were developed to raise public awareness of child trafficking.

Developed local partnerships to raise local awareness through movie screenings and other initiatives.

Youth Outreach

Offer street outreach services to identify vulnerable youth and connect them to community services.

Offer group supports to promote positive self-image and goal attainment with vulnerable youth.

Embedded anti-trafficking training into police academy training for all new recruits.

Hosted Lonkwatsire summit for more than 200 participants to educate on trafficking in Native American communities and lands.

Form a Critical Team

Suffolk County utilized its existing Multi-Disciplinary Team (MDT), which is in charge of overseeing the investigation of child sexual and physical abuse cases to serve as the Safe Harbour Task Force.

A Safe Harbour Advisory Board meets quarterly to discuss the issues of CSEC in Suffolk County and to learn new information as a team from guest presenters.

Multiple trainings have been provided to social services staff, service providers, first responders, and law enforcement.

Conduct Public Awareness Campaigns

Developed public service announcements to be aired on radio, articles and ads to be placed in Newsday and various local newspapers and publications.

Developed awareness raising materials for use in public transit platforms, including taxi cabs, train and bus stations.

Produced awareness raising materials for use in hotels, beauty salons, libraries, faith-based organizations, social service agencies, shopping centers, and other locations within high risk communities.

Youth Outreach

Filled duffel bags with clothing, toiletry items, snacks, pre-paid cell phones, etc. for distribution to vulnerable and trafficked youth.

Form a Critical Team

Formed to develop a network of professionals working to address and prevent human trafficking through planning, implementation, and oversight of the Safe Harbor Project.

Develop County Training Plan

CSEC and child trafficking overview trainings are provided to community, social services staff, service providers, schools, law enforcement, and any professional organizations or individuals who may come in contact with trafficked youth.

Additional trainings include engaging youth in conversations about sex trafficking and information on the NYS confirmation process are available.

Conduct Public Awareness Campaigns

Billboards, radio interviews, signage on city buses and at the local mall were developed to raise awareness.

Informational press releases were issued to update the community about the program.

Form a Critical Team

A Safe Harbor Unit internal to Westchester County DSS was created to respond to all youth identified as at-risk of trafficking or commercial sexual exploitation.

Host quarterly county-wide task force meetings to guide the system’s response to identification of survivors and service coordination.

Develop County Training Plan

Trainings to raise awareness and educate providers about the indicators of trafficking have been provided to the child advocacy center, mental health providers, and many other relevant partners.

Informational resources have been distributed widely throughout the county.

Conduct Public Awareness Campaigns

Developed poster series and tagline for the Safe Harbour program.

Youth Outreach
