2017 Title IV-E Dress Rehearsal for the 2018 Foster Care Eligibility Review

To prepare state and local districts for the 2018 Foster Care Eligibility Review (FCER), OCFS conducted the 2017 Title IV-E Dress Rehearsal. The Dress Rehearsal followed the same guidelines as the anticipated 2018 FCER with the exception of case documentation collection requirements.

The Dress Rehearsal included a sample (excluding NYC) of 84 cases that had a Title IV-E claim in the April 1 - June 30, 2016 Period under Review. Eighty-two cases were from local departments of social services; two cases were from the OCFS Division of Juvenile Justice and Opportunities for Youth (DJJOY).

The case files were reviewed for adherence to federal Title IV-E eligibility requirements and Foster Boarding Home (FBH) licensure and safety requirements.

After the Dress Rehearsal was completed, letters were sent to the commissioners of all local departments of social services, describing how cases either met or did not meet Title IV-E eligibility requirements.
